本文介绍了主动数据库的概念、语言、一般模型等相关技术，并在深刻理解主动数据库管理系统设计思想的基础上，结合作者在实际工作中的成果，阐述了四川省金财工程的研发概况，着重以其中的预算指标管理系统的开发为例，对该系统中应用主动数据库技术实现“超预算分配”的主动预警功能作了详细的分析研究。
